You are thinking this from a wrong perspective.
Defamation can easily apply here because cheating in a chess tournament doesn't happen (it's extremely rare and stupid, but the expectation is that it doesn't happen). It's irrelevant that there's a chance it happened.
Imagine claiming Ronaldo is taking alien stimulants to play better and thus cheating. The thing has a possibility to be true, but it's such a far fetched claim that it's hard to claim that anyone could actually believe these claims are true.
It's much more a 99.9% chance he didn't cheat than the 50-50% you are trying to paint it like.
But defamation is still really hard to prove. Like Magnus just has a defense of being angry after the game and actually believing it then.
So the statement from Magnus is absolutely wrong, but it's really hard to show that Magnus was certain it was false.
