8:23 there is a bit of a mistake in your line of thinking, you mention that they can move Rook to e8 to line up behind the Bishop to try to pin the Queen to the King but then we just Castle before they have the option to do that. However there is a way they can guarantee this. Instead of moving Re8 instead if they move Bb4+. Yes this is a sacrifice of our bishop as they can now just take with the Knight however since it was delivered with a check we are not able to take their rook with our bishop and now the path is cleared up so they can now do Re8 and even if we castle now we are losing the Queen. Sure we will then take the Rook back but they gained our Queen for a Rook and a Bishop which is still a positive trade for black.
I'm sorry, but absolutely nobody does this. Not even at 400 ELO. They all play d3 before placing the second Knight, making the entire strategy impossible.
After the very normal 1. e4 e5 2. Nf3 Nc6 3. Nc3 Nf6 4. Nxe5 Nxe5 5. d4 Ng6 6. e5 Ng8 7. Bc4 Bb4 8 qf3 qe7 black has a comfortable game and will usually win. For the Belgrade gambit, after 1. e4 e5 2. Nf3 Nc6 3. Nc3 Nf6 4. d4 exd4 5. Nd5 Be7 black is either equal or slightly better. You are asking beginners to learn openings that they will have to give up if they ever improve. Still better than Bc4.
Personally, if I were teaching a beginner I'd go with the Itanian Game (1. e4 e5 2. Nf3 Nc6 3. Bc4) as White. You get a lot more variation in play versus the Four Knights which is conducive to learning strategy, and the lines are sharper leading to faster learning of tactics. For Black, as a beginner I'd recommend the Two Knights Defence (3… Nf6) against the Italian for the same reasons. These recommended gambits are gimmicky and unsound. They can produce quick wins against weak or unprepared opponents but strong players will eat them for lunch.
If I had to play the Four Knights, I'd opt for the Spanish Four Knights (4. Bb5). But then, I'm a 1700 OTB so I play the Ruy as White and avoid this whole mess.
I was gonna comment about the Belgrade gambit when i was like 1/3 of the way because he was talking about the Halloween and imo the Belgrade is better.. guess i got my wish fulfilled before i hit the comment button

Every engine is going to tell you it's equal or slightly better for White. After your "Halloween Gambit" 1. e4 e5 2. Nf3 Nc6 3. Nc3 Nf6 4. Nxe5 Nxe5 5. d4 Nc6 6. d5 Ne5 7. f4 Ng6 8. e5 Ng8 it's anywhere from -0.8 to -1.5 for Black. And the same is true for 5. d4 Ng6 6. e5 Ng8. The "Belgrade Gambit" is somewhat better, with a lot of potential traps for black as you outlined, but calling 4. Bc4 a "mistake" is just wrong and makes you look like you're uninformed.

It takes back tempo and can potentially be used to take back the reins if you know what to do next I wager, mostly because the position is covered by your Knight, trading bishop for bishop at worse and at the very least forces the enemy to move their bishop and waste a turn not applying pressure, from there white can castle next turn but you will already have a good development on that side of the board maybe?
