He is an outlier. The K-Factor is totally necessary because it used to be a nightmare playing junior players in FIDE competition as their ratings were not even close to strength.
Granted this example is an extreme but can you imagine if his playing strength is truly 2450 (rather than 2600) and his rating had only improved to 2100. Everyone suffers until his rating catches up.

As far as I can tell, he's not even an IM yet — only CM. The reason younger players get a K-factor of 40 is because they can gain strength quickly — the flip side of this is that they can also lose rating points quickly. It is, however, kind of weird that it stays 40 just because his rating wasn't official yet at the start of the tournament. Surely it should be calculated off of the games from the previous tournament?
