In a bracket style tournament, paying arbiters probably wouldn't be that hard. There are FIDE sanctioned tournaments all over the world, so there should be authorized personnel close to most places. If you take 10% of the prize pool to pay for arbiters for winners, losers, and grand finals, you don't need that many people. There may be less money for the players, but 90% is better than the 0 you get if the tournaments get cancelled.

If Hans paid for all the damage to the hotel room, what business is that of the St. Louis Chess Club? The hotel can decide whether or not to ban Hans. What does that have to do with chess tournaments that are not in the hotel? If I rent a car and total it after a game at a chess tournament, should I be banned from chess tournaments for a year?

From what I heard and read, it sounds like he threw a remote control at the wall and hit a framed picture. Also a lamp might have got hit and broke. I mean, it's not like he had a wild party with prostitutes and burned down the whole room. The way the SLCC frames it, sounds too dramatic.
